Job Description

We are seeking an experienced and dynamic individual to serve as the Technical Director for anticipated USAID/Nigeria Health Financing and Human Resources for Health. The Technical Director, under the guidance of the Chief of Party, oversees and coordinates program activities, providing technical direction and support to implementation teams and government counterparts. They offer advisory leadership, guide institutional development, and liaise with program teams to address implementation issues.

Duties and Responsibilities: The role requires expertise in health financing, human resources for health, public financial management, results-based financing, and universal health coverage within the Nigerian context. Additionally, the Technical Director will build and sustain relationships with external partners, representing the organization and the project at relevant forums, and collaborate closely with USAID, the Nigerian Ministry of Health, sub-national counterparts, civil society, and other stakeholders.

  1. Lead the design and implementation of health financing and human resources for health (HRH) interventions, collaborating closely with key project technical leads.
  2.   Ensure seamless technical integration and alignment across project teams to maintain the delivery of high-quality project outcomes.
  3. Act as a primary technical liaison, fostering collaborative relationships with USAID, the Nigerian Ministry of Health, sub-national government entities, and health partners to design and execute health financing and HRH strengthening activities.
  4. Cultivate strong and mutually beneficial working relationships with strategic partners and key stakeholders, including USAID Mission and Nigerian government counterparts, across national, regional, and local levels.
  5. Oversee the efficient execution of project activities and ensure timely reporting, both internally and externally.
  6.   Collaborate with the monitoring, evaluation, and learning director to advocate for data-driven decision-making at all levels of the health system.
  7. Foster a team-oriented approach that prioritizes performance, innovation, accountability, and the attainment of individual and project objectives.
  8. Work in consultation with the Managing Partner/CEO and other technical leads to develop and execute annual work plans aligned with the health financing priorities of USAID, Nigerian national and sub-national stakeholders, and other relevant entities.
  9. Coordinate and execute institutional learning activities, including special studies, reflective exercises, reviews, briefings, and learning events, to support project objectives and outcomes.
  10. Strengthen the project team's capacity to incorporate and adapt lessons learned and respond effectively to changes in the project's context.
  11. Participate in travel to strategic locations locally and internationally to enhance project success and drive learnings as necessary


Required Qualifications and Competencies

  1. Master’s Degree or other Advanced Degree (PhD, MD) in Public Health, Health Economics, Health System Management or other relevant field
  2. At least 10 years experience in managing and/or implementing integrated health financing, HRH management, health systems strengthening, or other relevant areas.
  3. Demonstrated experience working on a USAID-funded activity in a senior-level role (deputy/project director, technical director, or technical advisor/manager)
  4. At least five (5) years of supervisory experience in teams and fostering a collaborative environment to achieve goals, advance project activities, and produce high-quality deliverables.
  5. Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, and other key stakeholders.
  6. Excellent interpersonal, writing, and English language oral and presentation skills
  7. Experience organizing and mobilizing various stakeholders and resources to improve health outcomes.
  8. Excellent organizational and time management skills
  9. Ability to work both independently and as a member of a team and to handle multiple priorities is required.
  10. In-depth knowledge of USAID approaches and regulations
  11. Proven ability to complete projects according to outlined scope, budget, and timeline.

There will be no direct compensation for being added as a member of the proposed grant team.
