Role description

Sydani is seeking an experienced and innovative M&E Program Manager to provide quality monitoring of program interventions and strategies for an anticipated USAID/Nigeria Health project. This position is crucial in designing, implementing, and managing the monitoring, evaluation, accountability, and learning framework of the project to ensure effective and efficient delivery of program objectives. The M&E manager will lead monitoring and evaluation efforts and ensure alignment of project implementation activities with USAID objectives and national and state government priorities.


Key Responsibilities

Development of MEAL Framework

  1. Design and implement comprehensive monitoring, evaluation, and learning (MEAL) systems, tools, and processes to track project progress, outcomes, and impacts across various health initiatives, including health financing & HRH, digital health, quality of care at the PHC level, and community health programs
  2. Develop indicators, data collection methodologies, and data analysis plans to measure project performance against established benchmarks and targets across all health-related areas
  3. Ensure alignment of MEAL activities with project goals, donor requirements, and best public health practices

Monitoring and Reporting

  1. Oversee regular data collection, analysis, and reporting to monitor project progress and identify areas for improvement across various health programs
  2. Coordinate with project teams to ensure timely and accurate reporting of data to donors, stakeholders, and internal teams
  3. Conduct regular field visits to project sites to monitor data quality and provide technical support to project staff as needed

Evaluation

  1. Plan and manage project evaluations, including baseline, mid-term, and end-line evaluations, to assess project effectiveness, sustainability, and impact
  2. Coordinate with external evaluators and consultants to ensure the quality and integrity of evaluation processes and findings
  3. Utilize evaluation findings to inform programmatic decision-making and improve project implementation strategies

Accountability

  1. Establish and maintain feedback mechanisms to solicit input from beneficiaries, stakeholders, and partners on project activities and outcomes
  2. Ensure that feedback received is analyzed, documented, and used to inform programmatic adjustments and improvements
  3. Promote transparency and accountability by facilitating dialogue and engagement with project stakeholders at all levels

Learning

  1. Facilitate knowledge sharing and learning within the project team and with external stakeholders to promote continuous improvement and innovation
  2. Document and disseminate lessons learned, best practices, and success stories from project implementation
  3. Support capacity-building efforts to strengthen MEAL competencies among project staff and partners

Required Competencies

  1. Strong understanding of monitoring and evaluation principles, methodologies, and tools in the context of public health
  2. Proficiency in data management, analysis, and visualization using statistical software (e.g., Excel, Power BI, SPSS, STATA, R)
  3. Excellent analytical and problem-solving skills, with the ability to interpret complex data and generate actionable insights
  4. Effective communication and interpersonal skills, with the ability to liaise with diverse stakeholders
  5. Proven project management abilities, including the ability to prioritize tasks, meet deadlines, and work under pressure
  6. Demonstrated commitment to quality, accuracy, and attention to detail in all aspects of work
  7. Ability to work independently and collaboratively in a team-oriented environment.
  8. Familiarity with health information systems and electronic data collection tools is an asset

Education and Experience

  1. Advance degree in public health, epidemiology, biostatistics, health informatics, Statistics or related field
  2. Minimum of 7-10 years of relevant experience in monitoring and evaluation, preferably in digital health, or strengthening quality of care at the PHC level, or community health, or health financing, or human resources for health
  3. Experience working with government agencies, international organizations, or NGOs involved in health financing or human resources for health programs is desirable
  4. Demonstrated experience in designing and implementing M&E frameworks, conducting data analysis, and producing high-quality reports related to health financing and human resources for health
  5. Previous experience in capacity building, training, or technical assistance related to M&E activities in health financing and human resources for health is an advantage
